Post of Vice-Chancellor

Chief Executive & Academic Officer of the University
Single 5-Year Term Age Limit: Max 65 Years

The Role

The Vice-Chancellor is the Chief Executive and Academic Officer of the University. He/She is responsible for the academic, physical, and infrastructural development of the University through proper utilisation of the University's resources. The Vice-Chancellor ensures not only high-level academic and moral discipline, but also adequate welfare for staff and students as well as peace, stability, and good governance in the University. In addition, the Vice-Chancellor establishes good relations with external agencies and organisations, both national and international, and attracts resources and benefactions for the University.

Candidate Qualifications & Statutory Requirements

The candidate for the post of Vice-Chancellor of Federal University of Health Sciences, Ila-Orangun, Osun State shall:

  • Doctoral / Fellowship Training: Possess a doctoral degree or fellowship (for medically qualified candidates only) with at least 15 years' experience in the University system after doctoral/fellowship training;
  • Field of Specialisation: Be a Professor with a field of specialisation in Medical or Health Sciences;
  • Professorial Standing: Be a distinguished Professor and an acclaimed scholar from a recognised University with a minimum of seven (7) years on the rank as at the close of the advertisement;
  • Inaugural Lecture: Have delivered an Inaugural Lecture in a recognized Institution;
  • Administrative & Managerial Acumen: Be a person with excellent managerial/administrative and leadership experience in a reputable and recognised university;
  • Scholarly Publications: Be an outstanding scholar with good publications in quantity and quality in reputable outlets within and outside Nigeria, and show evidence of continuous research productivity through scholarly publications post professorial attainment;
  • Lead Authorship: Candidate should be the first, last or corresponding author in majority (at least 60%) of the listed publications;
  • Citation Impact: A minimum Google Scholar Citation Score of 1,500, and an h-Index score of 15;
  • International Linkages: Show evidence of international recognition and linkages such as membership in international organizations, presentations and/or grants;
  • Research Grants Attraction: Show verifiable evidence of attracting high-impact research grants as Principal Investigator (PI) from organizations within and outside Nigeria and possess excellent skill to mentor young Faculty members in grantsmanship;
  • Entrepreneurial Drive: Be a person with entrepreneurial drive with potential to source funds for the University and increase its revenue base;
  • Emotional Intelligence: Be a person with high level of emotional intelligence and ability to create synergy and promote peace and unity across different sections of the university while promoting harmonious relationship among town and gown;
  • ICT Certification & Competence: Be knowledgeable and possess certification/training in Information Communication Technology (ICT) to drive the expectations of a 21st century Institution;
  • Vision for FUHSI: Possess and be able to present a clear vision for the transformation and development of FUHSI into a highly competitive 21st century university (Vision statement of not more than 1,000 words);
  • Physical & Mental Fitness: Be a person who is physically and mentally fit to endure the pressure of the office of the Vice-Chancellor;
  • Statutory Age Limit: Be not more than 65 years old by January 27, 2027.

Tenure & Conditions of Service

The Vice-Chancellor shall hold office for a single term of five (5) years only. The conditions of service are as applicable to the position of a Vice-Chancellor in Nigerian Federal Universities as may be determined by the Federal Government from time to time. He shall be responsible to the Governing Council for the implementation of policy, financial control, and infrastructure of the university.

Post of Registrar

Chief Administrative Officer of the University
Statutory 5-Year Tenure Age Limit: Max 60 Years

The Role

The Registrar is a Principal Officer and the Chief Administrative Officer of the University, responsible to the Vice-Chancellor for the day-to-day administration of the University. He/she shall perform such other duties as the Council and the Vice-Chancellor may from time to time require him/her to do. He/She shall be the Secretary to the Governing Council, the Senate, Congregation, Convocation, and other statutory committees in the University. He/She must be dedicated and loyal to the institution through the Council in the discharge of his/her duties.

Candidate Qualifications & Statutory Requirements

  • Academic Qualifications: Possess a good honours degree with minimum of Second Class Lower Division from a recognized University. Possession of an additional post-graduate degree will be an added advantage;
  • Deputy Registrar Experience: Be a Deputy Registrar with a minimum of five (5) years experience on the post in a recognized University;
  • University System Standing: Must have at least 15 years' experience in the university system;
  • International Exposure: Have considerable international exposure through trainings and workshops;
  • Registry Leadership: Have vast knowledge in University administration and possess proven record of managerial and administrative leadership to manage the required dynamism of the Registry;
  • ICT Excellence: Possess excellent skills in Information Communication and Technology to drive expectations of a 21st century Institution;
  • University Software Proficiency: Possess certification and/or training in Information Communication and Technology and can proficiently use relevant university management applicable software;
  • Professional Membership: Be a member of the Association of Nigerian University Professional Administrators (ANUPA) and/or other recognized and relevant professional associations;
  • Statutory Age Limit: Be not more than 60 years old by January 27, 2027.

The Registrar shall hold office on such terms and conditions as specified in the Federal University of Health Sciences, Ila-Orangun Establishment Act 2023 and the Universities (Miscellaneous Provisions) Act 1993, as amended, and as applicable to Nigerian Federal Universities, as may be determined by the Federal Government from time to time.

Post of Bursar

Chief Financial Officer of the University
Statutory 5-Year Tenure Age Limit: Max 60 Years

The Role

The Bursar is a Principal Officer and the Chief Financial Officer of the University and shall be responsible to the Vice-Chancellor for the day-to-day administration and control of the financial affairs of the University. By virtue of this position, the Bursar should be able to coordinate the development and upgrading of the University's strategic plans and ensure the development and update of the University's financial management plans. The Bursar should also be able to coordinate the preparation of periodic income and expenditure, balance sheet, and cash flow estimates and consolidation where necessary. The holder of the office shall ensure that accurate records are maintained of all assets and liabilities held by the University and be able to monitor monthly income and expenditure and balance sheet variances against the budgets, among other schedules. The Bursar should provide the University Management and the Governing Council with appropriate advice on all the institution's financial transactions while ensuring compliance with extant financial regulations.

Candidate Qualifications & Statutory Requirements

  • Academic Qualification: Possess a good honours degree in Accounting (minimum of Second Class Lower Division) from a recognized institution;
  • Post-Qualification Experience: Have a minimum of fifteen (15) years relevant post-qualification experience in the University system;
  • Deputy Bursar Experience: Have at least five (5) years experience as a Deputy Bursar in a recognized University;
  • Professional Accounting Certification: Possess professional qualification of ICAN / ACA / ACMA / ANAN;
  • Accounting Software Proficiency: Possess certification in Information, Communication Technology and can proficiently use relevant accounting software;
  • National & International Exposure: Have national and international exposure through trainings and workshops;
  • Revenue Generation Pathways: Show strong evidence of managerial skill and leadership in financial management and potential to develop sustainable pathways for revenue generation;
  • Statutory Age Limit: Be not more than 60 years old by January 27, 2027.

Post of University Librarian

Head of the University Library & Principal Officer
Statutory 5-Year Tenure Age Limit: Max 60 Years

The Role

The University Librarian is a Principal Officer and the head of the University's Library responsible to the Vice-Chancellor for the day-to-day administration and coordination of the activities of the University Library. The candidate for the post shall be visionary and could provide good leadership. The candidate must possess personal integrity and demonstrate transparency in private and public life. The candidate must be able to command the respect and loyalty of the University staff.

Candidate Qualifications & Statutory Requirements

  • Academic Qualifications: Possess a good honours degree with minimum of Second Class Lower Division and a Master's degree in Library and Information Studies from a recognized institution;
  • Doctoral Degree: Possess Doctoral degree in Library and information sciences and/or other relevant fields;
  • Experience Standing: Have minimum of fifteen (15) years post-qualification experience and five (5) years of experience as a Deputy University Librarian in a recognized University;
  • Professional Registration (LRCN): Possess professional registration with the Librarians Registration Council of Nigeria (LRCN), and membership of relevant societies;
  • Digital & E-Library Systems: Possess excellent skills in Information Communication Technology and can proficiently use relevant databases and software in the physical and e-library;
  • Library Leadership: Have proven record in managerial leadership in academic library;
  • Scholarly Publications: Show evidence of scholarship in publication by quantity and quality;
  • International Exposure: Have considerable international exposure with potential to attract donors and grants for the development of the University Library;
  • Vision for 21st-Century Library: Possess and can present an excellent vision for the development of the library to a 21st century library;
  • Statutory Age Limit: Be not more than 60 years old by January 27, 2027.

Tenure & Conditions of Service

The tenure for the University Librarian is as contained in the Federal University of Health Sciences, Ila-Orangun Establishment Law 2023 and the University Miscellaneous Provisions Act 1993 as amended. All other conditions and benefits attached to the office of the Bursar/Principal Officers in the Federal Universities in Nigeria are applicable as determined time to time by the Federal Government of Nigeria / Governing Council.
