INVITATION TO TENDER

1. INTRODUCTION

The Federal University of Health Sciences, Ila-Orangun, Osun State, was established in 2021. The Federal Government, through its agency, Tertiary Education Trust Fund (TETFund), has granted the university Year 2024 Career Service Centre Intervention. Consequently, competent and experienced contractors are hereby invited to bid for the following:

3. ELIGIBILITY REQUIREMENTS

Prospective bidders must submit the following documents:

  1. Evidence of Company Incorporation issued by the Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC2 and CAC7.
  2. Evidence of filing of current annual returns with the Corporate Affairs Commission.
  3. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2021, 2022, and 2023), valid till 31st December 2024.
  4. Evidence of Pension Clearance Certificate valid till 31st December 2024.
  5. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2024.
  6. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024.
  7. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of an Interim Registration Report (IRR) expiring on 31/12/2024 or a valid certificate issued by BPP.
  8. Sworn Affidavit:
    • Stating that no officer of the Federal University of Health Sciences, Ila-Orangun, Osun State, or the Bureau of Public Procurement is a former or present director, shareholder, or has any pecuniary interest in the company.
    • Declaring that all information in the bid is true and correct.
    • Confirming that the company is not in receivership or under any form of insolvency/bankruptcy.
    • Indicating whether any Director has been convicted for any criminal offense relating to fraud or financial impropriety.
  9. Company’s Audited Accounts for the last three (3) years (2021, 2022, and 2023).
  10. Evidence of financial capability by submission of a reference letter from a reputable Commercial Bank in Nigeria, indicating the company’s financial strength.
  11. Company’s profile with Curriculum Vitae of key staff, including copies of academic/professional qualifications (COREN, QSRBN, ARCON, CORBON, etc.).
  12. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of award, valuation certificates, and photographs of the projects.
  13. All documents must be properly arranged in the order listed above and paginated.

4. COLLECTION OF TENDER DOCUMENTS

Interested bidders can collect the Standard Bidding Document (SBD) from the Procurement Unit of the university upon payment of a non-refundable tender fee of ₦10,000.00 per lot into the university’s Remita account via www.remita.net using GIFMIS Code 1003494934.

5. SUBMISSION OF TENDER DOCUMENTS

Bidders must submit two (2) hard copies of technical and financial bids in separate sealed envelopes, clearly marked “TECHNICAL BID” and “FINANCIAL BID”, with the company’s name and lot number. These should be enclosed in a bigger sealed envelope, addressed to:

The deadline for submission is Tuesday, 18th March 2025, at 12:00 PM.

6. OPENING OF TECHNICAL BIDS

The technical bids will be opened immediately after the deadline for submission at 12:00 PM on 18th March 2025 at the University Council Chamber. Financial bids of only pre-qualified bidders will be opened at a later date.

7. GENERAL INFORMATION

  1. Bids must be in English and signed by an official authorized by the bidder.
  2. Late submissions will be rejected.
  3. The University is not bound to award the contract to the lowest bidder.
  4. This invitation does not constitute a contract commitment by FUHSI.
  5. The university will not be liable for any costs incurred in preparing bids.
  6. Only successful bidders will be contacted for the financial bid opening.
